What NUR Label verifies

Ten checks cross-referenced between the vehicle, its data, its documents and the available sources.

The ten checks of the protocol.

The NUR Label protocol cross-references the vehicle, its electronic data, its documents and the available sources. It is this cross-referencing that brings out what a single isolated check cannot see.

  1. Vehicle identityThe vehicle’s identifiers are looked up and compared with the documents.
  2. Administrative and legal statusRegistration, theft report, recorded lien or credit.
  3. Mechanical conditionFindings noted during the on-site examination.
  4. Mileage and consistencyThe available readings are compared with each other and with the vehicle.
  5. Structural condition and bodyworkTraces of impact or repair noted during the examination.
  6. Electronics and on-board systemsRead-out of the vehicle’s electronic data.
  7. Safety and equipmentPresence and condition of the safety equipment.
  8. Road testHow the vehicle behaves on the road, when the test is carried out.
  9. Documents and matchingAre the documents complete, and do they match the vehicle?
  10. HistoryRecorded damage, theft, lien and other events appearing in the sources consulted.

The check mode determines what is actually assessed. A Document Check, carried out remotely, does not assess what requires an on-site examination: those points are shown as “not assessed”.

Each piece of information carries its status.

Information observed on the vehicle does not carry the same weight as a statement by the seller. The file makes the distinction, line by line.

On the administrative side, the certificate answers each question separately, as at the date of the inspection and in the sources consulted.

Imported vehicles, where the history stops.

In Belgium, imported vehicles accounted for 12.7% of the Car-Pass documents issued in 2025, but 37% of the mileage frauds detected: 543 out of 1,466.

The European Commission itself notes that Member States do not sufficiently exchange mileage data for used vehicles. A vehicle’s history often stops at the border.
